At the bottom of the range your exemption is throttled by limb two — the 10% of basic that is deducted from your rent before anything is exempt. Higher up, the 50% ceiling or your own HRA takes over. Renting above that point is a lifestyle decision, not a tax one.

Renting in Kolkata: what is different here

Kolkata's rents are the lowest of the four metros by a wide margin. Salt Lake and New Town carry the organised IT tenancies with newer stock and society amenities, while Ballygunge and the older south Kolkata neighbourhoods trade at a premium for character rather than facilities. A large share of the housing stock is old, individually owned and let informally, which means written agreements and PAN disclosure need to be asked for explicitly rather than assumed.

Deposit convention. 1–3 months' rent, among the lowest of the four metros.

Agreement and registration. The West Bengal Premises Tenancy Act governs older tenancies; new lettings are almost all 11-month agreements. Registration is uncommon and notarised agreements are accepted.

The Kolkata catch. Kolkata is the metro where the 50% limb most often stops mattering. Rents here are low enough that limb two — rent minus 10% of basic — usually comes out smallest, so the metro advantage never binds. Check which limb is actually lowest before assuming the metro status is worth anything to you.

The salaried base leans towards IT services in Sector V and New Town, public-sector banking, and a long-established trading and manufacturing sector. Salary structures here are typically built on lower absolute numbers than the other metros, and because rents are also low, the arithmetic usually resolves through limb two — an unusual position for a metro city, and the reason Kolkata's 50% status is often worth nothing in practice.
