HRA exemption in Chandigarh

Non-metro city — the 40% limb applies. Work out exactly how much of your house rent allowance is tax-free in Chandigarh, with the city’s own rent levels, its tenancy rules and the proof your employer will ask for.

Chandigarh is NOT a metro city for HRA.
Rule 2A names only Delhi, Mumbai, Kolkata and Chennai. Whatever Chandigarh’s size, rents or metro rail, the third limb of your exemption is 40% of basic + DA. Ticking “metro” is the most common HRA error in India.

Worked example for Chandigarh

Take a Chandigarh employee on a basic salary of ₹40,000 a month with ₹20,000 of HRA, renting a 2 BHK at ₹24,000 a month — figures drawn from this city’s mainstream rental bands. Section 10(13A) exempts the least of three amounts:

Limb under Rule 2AAnnual amountResult
1. Actual HRA received (₹20,000/month)₹2,40,000Higher
2. Rent paid (₹24,000/month) − 10% of basic₹2,40,000Higher
3. 40% of basic + DA — Chandigarh is non-metro₹1,92,000Lowest — this is your exemption
Tax-free HRA₹1,92,000Taxable HRA: ₹48,000

This is what the mistake costs. Someone in Chandigarh who ticks “metro” would compute the third limb as ₹2,40,000 instead of ₹1,92,000 and claim ₹2,40,000 instead of ₹1,92,000 — ₹48,000 of income wrongly treated as exempt. Payroll usually catches it in the February TDS true-up, and the whole shortfall is recovered from one month's salary.

How much rent do you need to use your whole HRA?

Keeping the same ₹40,000 basic and ₹20,000 HRA, and moving only the rent through Chandigarh’s own bands, the binding limb changes:

If you rentTax-free HRA / yearTaxable HRACapped by
1 BHK at ₹13,000/month₹1,08,000₹1,32,000rent − 10% of basic
2 BHK at ₹24,000/month₹1,92,000₹48,000the 40% ceiling
3 BHK at ₹43,000/month₹1,92,000₹48,000the 40% ceiling

At the bottom of the range your exemption is throttled by limb two — the 10% of basic that is deducted from your rent before anything is exempt. Higher up, the 40% ceiling takes over, and paying more rent stops buying you any further exemption. Renting above that point is a lifestyle decision, not a tax one.

Renting in Chandigarh: what is different here

Chandigarh's own sectors carry a premium driven by scarcity — the city's planned layout caps supply, and Sectors 8 to 11 and 33 to 36 trade well above the tricity average. Mohali and Panchkula absorb most new construction and offer society flats at materially lower rents, which is where the bulk of salaried tenancies now sit.

Deposit convention. 2–3 months' rent.

Agreement and registration. The East Punjab Urban Rent Restriction Act as extended to Chandigarh applies. Note that Mohali and Panchkula are in Punjab and Haryana respectively — different states, different professional tax, though the same 40% HRA limb.

The Chandigarh catch. Chandigarh is non-metro at 40%. If your flat is in Mohali or Panchkula rather than Chandigarh itself, your professional tax position changes — Punjab levies PT, Haryana does not — while the HRA limb stays at 40% for all three.

Who is claiming HRA in Chandigarh

Government and administration for two states and the union territory, a substantial IT presence in Mohali, healthcare, and a large education sector. The tricity's split across three jurisdictions is the practical complication: it changes your professional tax and your tenancy law depending on which side of a road you live on, while leaving the HRA limb at 40% throughout.

Professional tax. Chandigarh levies no professional tax; neighbouring Punjab levies ₹200 a month. See Chandigarh (UT) for the full slab table — it does not change your HRA exemption, but it does change what reaches your bank account. Our in-hand salary calculator puts the two together if you want the figure that actually lands in your account.

Questions people ask about HRA in Chandigarh

Is Chandigarh a metro city for HRA?

Chandigarh is not a metro city for HRA purposes. Rule 2A names only Delhi, Mumbai, Kolkata and Chennai, so the third limb is 40% of basic plus DA. Population, metro rail and cost of living make no difference — the list is fixed and has not been expanded.

How much HRA is tax-free in Chandigarh?

On the worked example on this page — basic ₹40,000 a month, HRA ₹20,000, rent ₹24,000 — the exempt amount is ₹1,92,000 a year and ₹48,000 of the HRA stays taxable. Your own figure depends on all three limbs; use the calculator above with your actual salary and rent.

Do I need my landlord's PAN?

Yes, once the annual rent exceeds ₹1,00,000 — about ₹8,333 a month. In Chandigarh that threshold is crossed by almost every letting, including 1 BHKs. If the landlord will not share a PAN, they must give a declaration in Form 60, and many employers reject the claim without one.

What proof does my employer want for a Chandigarh rent claim?

A rent agreement, rent receipts for the months claimed, and the landlord's PAN where annual rent crosses ₹1,00,000. Receipts for cash payments above ₹5,000 a month should carry a revenue stamp. The East Punjab Urban Rent Restriction Act as extended to Chandigarh applies.

I live in Mohali and work in Chandigarh. Which rules apply to me?

Your accommodation is in Mohali, so Punjab's tenancy law governs the agreement and Punjab's professional tax of ₹200 a month applies through your employer if they are registered there. For HRA, both Chandigarh and Mohali are non-metro at 40% of basic plus DA, so the limb is the same either way — the tricity boundary changes your professional tax and your paperwork, not your exemption percentage.

Questions that apply everywhere — whether HRA survives in the new tax regime, paying rent to your parents, and which cities count as metros — are answered on the HRA by city guide.

You still need the receipts. An HRA claim is only as good as its proof — the free Klair rent receipt generator produces all twelve months at once with the landlord's PAN and the revenue-stamp note, in about a minute.
