Take a Pune employee on a basic salary of ₹50,000 a month with ₹25,000 of HRA, renting a 2 BHK at ₹30,000 a month — figures drawn from this city’s mainstream rental bands. Section 10(13A) exempts the least of three amounts:

This is what the mistake costs. Someone in Pune who ticks “metro” would compute the third limb as ₹3,00,000 instead of ₹2,40,000 and claim ₹3,00,000 instead of ₹2,40,000 — ₹60,000 of income wrongly treated as exempt. Payroll usually catches it in the February TDS true-up, and the whole shortfall is recovered from one month's salary.

At the bottom of the range your exemption is throttled by limb two — the 10% of basic that is deducted from your rent before anything is exempt. Higher up, the 40% ceiling takes over, and paying more rent stops buying you any further exemption. Renting above that point is a lifestyle decision, not a tax one.

Renting in Pune: what is different here

Hinjewadi and its surrounding townships absorb the largest volume of IT tenancies and turn over fastest; Kharadi and Viman Nagar serve the eastern corridor at higher rents; Baner and Aundh sit at the premium end for a city-side address. Pune's rental cycle follows the IT hiring calendar closely, and lettings near Hinjewadi tighten sharply when campus intakes join.

Deposit convention. 2–3 months' rent, with 11-month terms near the IT parks.

Agreement and registration. Maharashtra's mandatory registration of leave-and-licence agreements applies. Most Pune landlords register online, and the registration receipt is the cleanest HRA proof you can give HR.

The Pune catch. Pune is not a metro for HRA. It is one of the most common wrong entries in payroll systems because Pune's rents and salaries look metro-scale — but Rule 2A lists four cities and Pune is not among them.

Who is claiming HRA in Pune

IT services and global capability centres, automotive and engineering manufacturing in Chakan and Pimpri-Chinchwad, and a large education sector. IT employers apply national salary templates with HRA at 50% of basic; manufacturing employers more often run structures with DA. I moved from Mumbai to Pune on the same salary. Why did my exemption fall?

Two things changed at once. The ceiling limb dropped from 50% to 40% of basic plus DA, because Pune is not a metro. And your rent almost certainly fell, which shrinks limb two. Either one alone would reduce the exemption; together they typically cut it by a third or more on an unchanged salary. The HRA credited to you did not change — only the exempt portion did.
