Take a Hyderabad employee on a basic salary of ₹45,000 a month with ₹22,500 of HRA, renting a 2 BHK at ₹29,500 a month — figures drawn from this city’s mainstream rental bands. Section 10(13A) exempts the least of three amounts:

This is what the mistake costs. Someone in Hyderabad who ticks “metro” would compute the third limb as ₹2,70,000 instead of ₹2,16,000 and claim ₹2,70,000 instead of ₹2,16,000 — ₹54,000 of income wrongly treated as exempt. Payroll usually catches it in the February TDS true-up, and the whole shortfall is recovered from one month's salary.

How much rent do you need to use your whole HRA?

At the bottom of the range your exemption is throttled by limb two — the 10% of basic that is deducted from your rent before anything is exempt. Higher up, the 40% ceiling takes over, and paying more rent stops buying you any further exemption. Renting above that point is a lifestyle decision, not a tax one.

Renting in Hyderabad: what is different here

The western corridor sets the market: Gachibowli, Madhapur and Kondapur carry the IT tenancies and the newest towers, with rents falling as you move towards Kukatpally and the older city. Supply has expanded quickly in the financial district, which has kept Hyderabad's rents materially below Bengaluru's for equivalent accommodation — one reason limb two binds here more often than the 40% ceiling.

Agreement and registration. Telangana requires tenancy agreements over 11 months to be registered, and the state's online registration for rental agreements is well used in the IT corridor.

The Hyderabad catch. Hyderabad is non-metro at 40%. It was never on the Rule 2A list, which has not changed since the rule was framed — no city has ever been added to it, whatever its current size.

Who is claiming HRA in Hyderabad

IT services and global capability centres in HITEC City, a very large pharmaceutical and life-sciences sector, and a growing electronics base. Salary structures follow the national IT template with HRA at 50% of basic. Because Hyderabad's rents are lower than its salaries would suggest, employees here frequently find that neither the ceiling nor their HRA binds — it is the 10% reduction on a healthy basic that limits the claim.
